Lens flair/ sun rays that takes over whole screen in colour

Randomly at points throughout playing something will turn another colour- like a tree, a building, or my character. If I can look away from it, it goes away, but if its something like my character the whole screen becomes engulfed in weird colours. The game plays normally but obviously makes it harder to see. It seems to be connected to the suns rays and light from torches. It can be fixed by turning off all graphic settings (not a reboot) and seems to be bloom or SSAO but either way it is frustrating.
