Weapon xp increases when hitting players without pvp flag enabled

When you attack another player and don't have pvp flag turned on, you still gain weapon experience as if you are dealing real damage. This is presumably not working as intended.

AlexI just consider this sparring. Would be cool if the bug was adapted into a feature.
