(Nasty Bug) Graphical Memory Leak involving ambient particles of certain biomes

Title says the gist of it.
Specs:
Custom built machine running Windows 10 (x64)
Motherboard: Asus Rampage II Extreme
Ram: 24 GB, DDR3
CPU: Intel i7 965 @ 3.20 GHz
GPU: Nvidia GeForce GTX 680
Hard drive: Samsung 870 Evo 1TB
How to reproduce:
(I don't exactly know how this would function in normal game circumstances, so I will just use the details of my current example I'm going off of that could be reproduced in a development environment)
1. Login to a world with a portal in the meadows in a base consisting of ~10k instances (moderately sized base with a couple thousand build pieces)
- Framerate is averaging 20 - 25 inside this base.
2. Setup a portal to the Mountains biome and/or the Ashlands biome
3. Jump through that portal from the Meadows in that large base to those biomes, no bases around
4. After being there for about a minute seeing roughly ~45 FPS, head back through the portal.
5. FPS will average around 10 or lower for the rest of the session.

Seems you got alot of helpful discussions on discord about this.
Tried to replicate this and don't experience this at all when we try to run with with computer hardware that is within the limits of what we claim you need.
Your CPU is from 2008 and GPU is from 2012 with DDR3 RAM.
The problem could very well be that Garbage collection system we run cannot function well enough and even break for you since the old hardwares drivers have stop updating and isn't supported anymore. Or they can lack some features that newer cards have and we assume players will have.
Also mods will completly break anything and cause issues :(
